Bill Langley

Why I Love My Job

To be able, on a regular basis, to assist our clients in achieving peace of mind with so many major financial issues is a constant satisfaction. Our decision to join Halbert Hargrove was primarily motivated by the family culture that was clearly evident as we got to know the firm. A decade later and counting, we remain extremely pleased with where we are.

Bill established Halbert Hargrove’s Houston office in 2011 to advise individuals and families on wealth management strategies. As Director of Hooper, Langley, & Associates, P.C., he also provides accounting, practice management services, and financial planning for health care professionals and related firms—an association he’s maintained for close to four decades.

For Bill, the most rewarding aspect of his work is in assisting his clients in clearly identifying their goals and helping them achieve their dreams. He works closely with Halbert Hargrove’s Wealth Advisors, and is committed to helping foster their development.

Bill graduated from University of Hawaii with a BBA in Accounting in 1974; he earned his MBA from the University of Houston in 1981. He is a Certified Public Accountant. Bill is also a CERTIFIED FINANCIAL PLANNER™ professional.

Bill is a member of the American Institute of Certified Public Accountants, Texas Society of Certified Public Accountants, and the International Board of Standards and Practices Certified Financial Planners.

Together with his wife Diane, Bill enjoys a large extended family. They share three married daughters and eight grandchildren. He says he’s particularly proud that he convinced his two “stubborn” parents in their 80s to move to Houston to be near family in their later years. Bill is also an active member of Woodlands Methodist Church and an avid snow and water skier.

Fun Fact

Growing up, I lived on islands in three different countries. I count spending time on the beach with my family among my favorite times.

Methodology

CNBC enlisted data provider AccuPoint Solutions to assist with the ranking of registered investment advisors for this year’s FA 100 list.

The methodology consisted of first analyzing a variety of core data points from AccuPoint Solutions’ proprietary database of registered investment advisors. This analysis started with an initial list of 40,646 RIA firms from the Securities and Exchange Commission regulatory database. Through a process, the list was eventually cut to 812 RIAs with those firms meeting CNBC’s proprietary criteria.

CNBC staff sent an extensive email survey to all those firms that met the initial criteria to gather more details. In turn, those advisory firms filled out a comprehensive application in regard to their practice. The CNBC team verified that data with those firms and with the SEC regulatory database. AccuPoint once again applied CNBC’s proprietary weighted categories to further refine and rank the firms, ultimately creating the list of the top 100 firms.

The primary data points used in the analysis were reviewed, either as a minimum baseline or within a range, eliminating those firms that did not meet CNBC’s requirements. Once the initial list was compiled, weightings were also applied accordingly. These data points included:

Advisory firm’s regulatory/compliance record. (editor’s note: Each advisory firm’s CRD number was checked for validity. Any firm that had a disclosure on its SEC ADV was automatically disqualified from the ranking)
Number of years in the business.
Number of certified financial planners.
Number of employees.
Number of investment advisors registered with the firm.
The ratio of investment advisors to total number of employees.
Total assets under management.
Percentage of discretionary assets under management.
Total accounts under management.
Number of states where the RIA is registered.
Country of domicile.
